GTech Networks Officer Offer for Al Portes Beginning 7/15/2005 o Field Services Manager – The Field Services Manager will be responsible for pursuing field-level break-fix, desktop deployments, and other technician-level work; recruiting and training sub-level field managers; and be responsible for on-site quality assurance of all ongoing work, nationwide, including hands-on intervention when necessary. GTech Networks, LLC is pleased to offer the following position to you, as an officer of the company, as follows: § Duties – It is anticipated that your work will be largely independent. You will report to the soon-to-be-designated CEO. (Mr. Garcia, until the CEO is named.) You will work as a peer to the Chief Technical Officer. § Your principal duty will be to manage diverse field operations, train field supervisors, and maintain quality control and job-discipline for a large number of geographically dispersed technicians. GTech Networks believes that you will excel at this job. § Your current skills set meets all of the requirements of this position, except you must be granted a DoD Secret security clearance and you must obtain Vendor-certification (Dell DCSE and other certs), within one month, to be qualified to do hands-on support yourself. (This vendor-certification is required by the broker-vendors, you are not expected to routinely do any hands-on repairs, except for training.) § Mr. Garcia will put you in contact with all of the break-fix job brokers who were familiar with Mr. [obscured] work. You will be expected to develop a rapport and maintain constant contact with these vendors. § It is expected that you will have essentially restored GTech Networks’ full-line of break-fix operations within 2 months. § You will choose field supervisors, train, and manage on a day-to-day basis, so the broker-vendors, will have no reservations, about assigning jobs to GTech Networks. § Work to be assigned to the Field Services Division, from other divisions of GTech Networks will be all work of the break-fix, multi-site desktop rollouts, software upgrades, hardware refreshes, and other business similar to that described in your duties above. § Compensation Plan: Base salary, [obscured] per year. § 401k, health, and insurance benefits after 2 months of excellent performance. § [obscured]% of all net profit which your Field Services Division generates will be paid as a bonus. This includes business which you initially bring to GTech Networks, all new business which you develop on your own, and all new business which is assigned to your division by others in GTech Networks management structure. § Bonuses will be paid on a monthly basis, with a three-month backlog of payments to be left on the company books. § [obscured]% of base salary and profit incentives will be left on the company books, as an interest-free capital investment, for future growth. Funds will be available for withdrawal upon GTech Networks’ graduation from the 8(a) program. These funds may be withdrawn in cash, or they may be used to purchase shares in the post-8(a) GTech Networks. § Periodic salary reviews for your position are not anticipated, since your base salary is simply a “floor” salary, and you will be expected to increase your compensation as an officer, by increasing your business base. § Talent pool – The FSM will be responsible for maintaining a pool of independent subcontractors who can represent GTech Networks in a favorable light in any market. This pool of technicians will not normally be paid as “direct labor,” but rather as 1099 subcontractors. The FSM will broker jobs to the subcontractor pool, recruiting one-time or on-going representatives in geographically dispersed locations. § Direct labor-mandated contracts for FSM operations may be assigned to the FSM, at the discretion of other managers. GTech Networks may “hire” FSM pool personnel for job assignments, but the FSM will be compensated for their generated profits as if they were still part of the FSM pool. q On-Going and Anticipated Business Targets o With a new seasoned management team in place along with Mr. Garcia’s aggressive marketing program, the company should achieve revenue ranging from 10 to 30 million in revenue within a two year period, realizing net profits of $1.2 - $3.5 million per year. Project Manager, Puerto Rico Health Smart Card: Mr. Portes on site day to day supervision of the implementation of the Puerto Rico Health Smart Card project.
Transportation Workers Identification Card: Mr. Portes issued the Worker’s cards and produced the daily reports for management and implementation of the TWIC initiative under the department of Homeland Security, which is currently being reviewed with sight on providing a US wide smart identification token for transportation workers in general.
Smart Card Initiative Implementation for MCRD Parris Island: Mr. Portes was conducted the site surveys and the formulating of proposals for the implementation of Smart Card initiatives at the mentioned site
Implementation at Naval Medical Hospital in Pensacola, FL: Mr. Portes was responsible for all the hardware installation and integration into the NMH Pensacola of all euipment needed for the successful deployment of SmartImmune, one of MAXIMUS, INTELLIGENT TECHNOLOGIES DIVISION’ developed applications that use Smart Card technology.

Project Manager –Wisconsin Works (W-2), Mr. Portes was the project manager for the Wisconsin Works (W-2), project that developed a web based solution for a customer, involving a web portal through which data can be placed on an SL database and thus track the status of people currently enrolled in the unemployment benefits and retraining for a successful reintegration to the workforce. This was accomplished through the “scraping” of data from an existing Wisconsin State owned Database.
Prior Experience
Prior to joining MAXIMUS, Mr. Portes’ experience included the following.
Physical inventory management for both Information Technology euipment, and specialized avionics equipment for the Department of the Navy, totaling in excess of 6 million dollars.
Systems and financial database administration for the Fleet Information Warfare Center at Little Creek Amphibious Base in Norfolk, VA;
Responsibility for security and training of personnel assigned to the Supply Department in the use of information systems equipment.
Maintenance and repair of information systems equipment on board the USS Conolly and the Fleet Information Warfare Center.
Prior to joining the US Navy, Mr. Portes was the Administrator of the offices of Campus Crusade for Christ in the Dominican Republic, his country of origin.
